INTERNATIONAL COUNTER TERRORISM UNIT

GIVEN that terrorist organisations, factions and cells are operating all around the world.

RECOGNISING, supporting and enforcing United Nations Resolution #96 to ban Nuclear Terrorism.

RECOGNISING and supporting United Nations Resolution #78 'Repeal "Fight the Axis of Evil"' to stop fighting terrorism by creating large amount of weapons or armies.

CALLING on all UN Nations to give information collected by their own intelligence agencies about terrorism to be collected, collaborated and be used to it's best possible extent by the I.C.T.U.

AWARE that this must be a voluntary action by all Nations and that all nations have the right to keep whatever information they wish to themselves.

REALISING that terrorism can only be fought if information brought together.

SUBMITS that a new body, the International Counter Terrorism Unit (I.C.T.U), be formed and funded by the United Nations under the premise that a terrorist attack against any Nation could cripple that Nation's economy and that by funding the I.C.T.U. that thread would be greatly reduced.

The I.C.T.U. would be based in one city but would have bases in all countries and all major cities. The main I.C.T.U. base would contain all information about terrorism both electronically and physically if possible. This information would be protected by devices such as Electromagnetic pulses through technology designed to prevent that. All other I.C.T.U. bases as well as UN Nation's Intelligence Agencies would have access to this information.

The I.C.T.U. would be funded to provide field agents, directors, technicians and analysts who would work together to stop terrorism. These people would have access to all UN Nations provided that they can later, if required, explain their reasons for doing so. Any person found taking advantage of this ability for reasons which are not found necessary would be arrested and tried before a court of law.

The agency would have the power to arrest citizens and the power to use lethal force at their discretion.

The agency would answer to the United Nations only and would not be run by any particular country. The agency would be run by a group of 5 directors chosen by the United Nations.

This is the only way to put a significant stop to terrorism and all Nations would still have the opportunity to use their intelligence agencies. The I.C.T.U. would not over-rule any intelligence agencies.

We need to put this organisation in place now before it is too late.

The whole point is, it isn't a militray organisation. It's just a way of storing all the information about terrorism together and then allowing people to use it.

I give it points for the voluntariness of the system and the suggestion of information as the main weapon against terrorism. I don't think the premise of the ICTU needs to be listed here, as that's what the earlier statements (RECOGNISING and REALISING, etc.) are supposed to express.

I don't like this idea. "One city" is just too hard to manage. I think the only way to make it workable is to make it a collection of satellite bases which gather information into one database (which is purely electronic). Also, I don't think that it needs "directors", "field agents" or the like written into the proposal. I think if you just say that the proposal forms the ICTU, and that it's an opportunity to share information among national counter-terrorist organizations it'll work. Also, if you have create these UN agents it could be construed by some as a UN army. Perhaps it could mandate that participating governments honestly and fully disclose information regarding suspeted terrorists.

I don't think these are necessary, or good. I think a police-like force of counter-terrorism functioning on a UN level might be illegal (argued to be a UN army) and unworkable. Plus if you form an organization in a proposal give it a mandate and set parameters for it to work within, you don't have to set forth it's exact organization in the proposal. It's just assumed that it takes a good one (which is only relevant if you RP with it).

So, in review, I like a lot of the things you did (the style and concept behind it being well-done), but I think it needs to just be a network linking national organizations (perhaps focusing on nations in a region) and you'll need to get rid of the organization parts and the "field agent"/jurisdiction parts. Don't be afraid of resubmission, everyone resubmits. Just bring it back here for critique and advice (ignoring the hostile posters), and I think you could resubmit a winner.

Oh, and also, I noticed two problems in your opening lines:

The Nuclear Terrorism Act is not #96, and the "repeal of 'Fight the Axis of Evil'" is a repeal, meaning that the law it repealed (which "fought terrorists") is no longer in effect.

I like a lot of the things you've done. I just think you should bring it in for a mild tune-up and maybe a little re-building of the transmission. Let us discuss these things and suggest these changes and it'll be just like new.

This line right here makes the resolution illegal, as it is against game rules for the UN to have a police force. This line makes the I.C.T.U. effectively that. Removing it is a necessity if you do not wish to have it deleted by the mods.

Oh, and a free piece of advice: Don't ignore the hostile posters. Often, they have pieces of wisdom and advice that is worthy of consideration, even if you end up rejecting what they say. Ignoring them is the quickest way to ignore what could be someone pointing out a glaring weakness or problem that could result in endless trouble for you.
