The International Adoption Exchange
A resolution to reduce income inequality and increase basic welfare.

Strength: Moderate

Alarmed by the number of parentless children residing in the adoption system in many nation states.
Further Noting That many nations have thousands, or millions, of willing parents, who only lack a child to care for.
Realizing that often children are not adopted based on age, nationality, or other qualifications.
Noting That differences inherent between cultures will often include different feelings about the age and nationality of children.
Desiring A solution

The United Nations hereby resolves

1: That each member nation shall establish an agency to care for and find homes for unwanted children.

2: That the adoption agency of each member nation shall be interlinked in a network, and so be able to transport children from one nation to the home of willing and able parents, as determined by the agency for adoption in the child's home nation.

3: That willing and able parents from the child's home nation shall recieve priority over willing and able parents in a foreign land.

4: That governments will be able to restrict travel of children in the system if the child carries communicable diseases.

5: Once a prospective parent(s) have been found, they will travel to the country that the child is from, to be interviewed by agents of the adoption agency of that nation, so as to prove that they are fit to be parents. Agents of the adoption agency have the right to request any documentation they feel necessary to show that the parent(s) is fit to adopt a child. After being approved, the parent(s) will meet the child, and at least one of the parents must spend no less than four days with them in their home country. After these obligations have been met, the new parent(s) may travel back to their home country with their new child. Travel arrangements will be paid for by the prospective parent(s), though they may be supported in full or in part by either nation involved. Nations will be obligated to share all relevant information about the prospective parent(s).

6: No nation may discriminate in their adoption exchange on the basis of race, religion, gender, or sexuality.

7: No person convicted of any sexual crime will be eligable to adopt a child. No person currently under investigation for any sexual crime will be eligable to adopt a child until they have been aquitted of the charge. All convictions in violation of any U.N. Resolution will be overturned.




Alright, so I've lain my other proposal to rest for now. Any suggestions on this one?

You need to include something about parent suitability, IMO. And I think it needs to be strength "Mild"

Needs to include how this will be paid for. Something about each Nation sharing in the cost of transport equally while covering the cost of children within their Nation on their own perhaps?

Also needs something about who decides suitability of the parents.

I have one suggestion, you can use it or not as you like :).

I think the potential parents should have to travel to the the country concerned, at their own expense, and bring the child home themselves. This would give the child's nation a chance to see and interview the parents, to help ensure the child is going to a good home, and not going to end up as a child prostitute, slave worker ect. It also gives the child a chance to meet and get to know the parents, instead of just being transported to another nation into the arms of strangers.

This will also show that if the parents can afford the cost of travelling, and costs associated with the adoption of the child, they can also afford to give the child a good start in life. The added bonus is that it reduces the costs on the paticipating nations.

I'm going to begin implementing these suggestions immediately. It's already descided who judges who is considered "Suitable parents". It would be a very bad thing for this proposal to assist sex slavery among children, so I'll adress that too.
Any other sugestions on how to prevent child abuse within the system?

On the spelling front - prove has one "o" not two, and it's "paid" not "payed".

On policy - your proposal doesn't seem to allow for adoption by single parents. While obviously two parents is usually preferable, certain circumstances may mean that a single parent is perfectly able to bring up a child.

There also ought to be something obliging the home countries of the parents to volunteer any information about the parents which might be deemed relevant to the adoption. You've included a ban on discrimination by sexuality but not gender, which leaves this open to abuse - a nation can refuse to accept gay parents, technically not on the basis of their sexualities but their genders.

Finally, the blanket ban on anyone convicted of any sexual crimes is a little harsh when you take into account that some nations may consider some things crimes that others wouldn't. It also means that nations which had harsher laws before joining the UN, particularly against gays, would have a whole lot of ex-cons who wouldn't be allowed to adopt. I'd recommend being more specific about the types of crime which you are concerned about.

I'll fix it to include adoption by single parents, and cut out gender discrimination.

The Sexual Freedom amendment in the U.N. means that people cannot be charged for sexual acts between consenting adults of the appropriate age, so that's not an issue. People convicted under previous laws is, however.

Actually, a strict interpretation only protects activities in the bedroom. Nations could probably have laws against all kinds of things outside the bedroom. They could probably even have anti-sodomy laws, and claim that they weren't discriminating against gays, because they get equal rights to have heterosexual intercourse.

You can't have "Further Noting" before "Noting". Swap them around.
