The United Nations,

RECOGNIZING the positive contribution of a controlled gambling industry to society and economy,

CONSIDERING the negative contribution of uncontrolled, unregulated gambling and its associated problems,

UNDERSTANDING the need for unified regulations to avoid international gambling monopolies,

REQUIRES gambling venues to ensure that:
1) All probability based gambling machines, which includes but is not limited to: poker machines, must pay out at least 80% of all earnings;
2) At least 10% of net earnings is paid out to an international charity, at least 2% of which must go to a gambling addiction related charity;
3) Any customer of the casino who gambles there more than twice a month must receive a complementary UN approved brochure about the side affects of a gambling addiction and ways to stop;
4) Their premises is not in a residential zone or within 1 kilometre from an educational institute;
5) All staff undergo a background check to ensure that they have not had any criminal convictions;
6) They submit to audits and inspections from representatives of either the relevant government or the United Nations itself;

FOUNDS the United Nations Gaming Authority to manage the licensing procedures for each venue and regulations for each gambling activity as well as punishments for violations of those and the above regulations.


As no resolutions concerning gambling have been passed so far by the United Nations I felt that I should post it here first for some hopefully constructive criticisms.

I'd rather the % of net earnings lowered, and that amount to be ringfenced towards this brochures.4) Their premises is not in a residential zone or within 1 kilometre from an educational institute;I'd argue it would be better if it was not to be within 1km of a residental zone or educational institute.5) All staff undergo a background check to ensure that they have not had any criminal convictions;I'd have though most sensible casino's would already do this, but Ok.6) They submit to audits and inspections from representatives of either the relevant government or the United Nations itself;

Boilerplate. Though we like our gambling monopolies.



REQUIRES gambling venues to ensure that:

Alright.



2) At least 10% of net earnings is paid out to an international charity, at least 2% of which must go to a gambling addiction related charity;

We like the "at least".

Who pays the printing costs, or can they be taken from the "charity" portion?



4) Their premises is not in a residential zone or within 1 kilometre from an educational institute;

Bzzzt! No, sorry. We're a subarctic nation, and build in domes. This is not possible. And we have no problem with gambling centers in residential areas.

We would suggest cutting this one.

Alright.

I've argued before that taxing corporations is tantamount to taxing individual citizens, so I'll hold out on this one for a bit.

Short and sweet and that's usually good..

Some concern as to the levy on the respective gambling companies.. they might try to pass it onto their customers (which is what happens with petrol tax usually) in which case this would basically boil down to gamblers providing charitable donations to an unspecified organisation that they haven't necessarily chosen themselves and the corporation itself bearing none of the cost. That might be the intention of the proposal (which isn't actually a big problem for non-gamblers) however if the idea is to burden corporations for making money off human frailty this doesn't quite hit the spot.. Eg if 'net earnings' is taken to mean profit the company could easily disguise the tax as a membership fee.


I like the principle and preventing costs passing on is nigh-impossible to prevent, however there should perhaps be a provision limiting this in some respect.. at the moment I'm at a loss however as to how that provision should be worded. That is on the assumption that this resolution is aimed not at the gamblers but at the companies making money off them.
