I have noticed that few of the proposals on the back pages ever get endorsements is nobody checking them, can delegates be bothered or are they just poorly written proposals?

The proposals are listed in the order in which they were submitted; therefore the ones at the back have very recently been submitted. The ones nearer the front have more approvals because they've had more time up there to collect them.

Each new proposal is added to the end, and works its way forward over 3 or 4 days. Yhe latest additions will always have fewer votes. It doesn't mean they're horrible ...
... though of course, many are. Also bear in mind that moderators sweep the list somewhat regularly, and illegal proposals added since the last sweep will show up. There are always a higher proportion of illegals at the end than at the start.
