Methane Hydrates Energy Source
A resolution to increase the quality of the world's environment, at the expense of industry.

Description: One of our member states has recently discoverd a new source of fossil fuel in the form of natural gas beneath a seabed in their national waters.

Given that the extraction of said energy source - while potentially staving off a worldwide depletion of oil and other fossil fuels - could have a global catastrophic environmental impact, it is proposed :

1. That all such research and exploration be coordinated between each of the participating member states and the United Nations Industrial Restructuring, Energy and Enterprise Development Division (IREEDD).

2. That any attempts at extraction or even exploration that may disturb the existing ecosystem be analyzed by IREEDD.

3. That IREEDD submit to the Security Council the analysis of same, for approval or denial. Approval for exploration and/or extraction must be by a supermajority (66%) of the S.C. members.

4. A Security Council decision to approve must in this case be approved by the General Assembly also by a supermajority (66%).

5. Upon approval, said exploration and/or extraction efforts will be on-site monitored by IREEDD technical teams, and progress will reported to the Security Council on an as-needed basis.

6. IREED may - on its own authority - authorize and effect the shutdown of any exploration and/or extraction efforts if it is determined further analysis is needed (due to the new technologies and methodologies and the inherent uncertainty in using same), or it is determined that an adverse environmental impact is imminent.

7. Financing of the exteaction and/or exploration efforts will be incurred by the participating member nations. IREEDD involvement costs will be incurred by the U.N.

This proposal is illegal based on Game Mechanics.

The UN does not have a Security Council, nor is any proposal allowed to create one. Also, the General Assembly (i.e., all the UN Members who vote on Resolutions), can do no more that that - vote on resolutions at vote.

interesting proposal, pitty about the illegalities though. but even if it was legal, we wouldnt support it. we should find other, renewable resources, as fossil fuels are finite
