a nation is required to declare war before attacking???? usually the first bombardment is the declaration. also, what about non-NSUN members? we could be sending our declaration, and half our nations could be wiped out before it gets recognised

This is approximately how that would go...

Gooberland: Hah! DLE, I'm declaring war on you!
DLE Automated System: Please stand by while your declaration is forwarded. Due to high traffic, this will take approximately ten minutes.
DLE Fleet: ~Begins immediate bombing of Gooberland, targetting everything that can even remotely be a threat with six volleys each~

I don't see it as going over too well because of the above scenario.

I would see this as more logical if a nation would have the right to defend itself if attacked, by attacked I mean they have no choice but to fight back and declairing war through this mean would cause them to have more violance on their nation commited.

I think what DLE was getting at is that DLE itself isn't a UN member - he uses a puppet nation for that honour. As such, he could still attack without needing a declaration of war.

This is the sort of thing that many nations are divided over - while it is nice to think that we can all get along, in practice UN resolutions can only affect UN nations. Do we want to tie the hands of the UN in the face of overwhelming firepower?

pretty much what we stated before. it is one thing to give a nation a chance to defend itself, it is another to get non-NSUN nations to adhere to it. which they wont.

8:00 Many planes flies to Pearl Harbour
8:01 Hirohito phones up Roosevelt: we declare war on you, haha ha
8:01.1 Aforementioned many planes drop bombs on aforementioned Pearl Harbour

The entire US fleet is destroyed anyway. What's the use?

1 August: Germany invades Poland
5 August: Chamberlain phones up Hitler, "We'll declare war on you if you don't play nice"
5 August: Germany invades Western Europe
6 August: Chamberlain tells Britain: "War seems inevitable"
9 August: Britain declares war on Germany.
Sometime next year... Britain starts fighting: Germany already controls most of Europe and Britain doesn't have a snowball's chance in hell (until U-boats sink the USS Lustinia, lucky for freedom and democracy)

Declaration of war is silly. When you hear the whistling of bombs, consider yourself at war.

?
Surely you mean the torpedoing of the RMS Lusitania, which led to an increase of support in the US for sending troops into World War One?

not to mention a small thing called the english channel, a natural barrier that helps to protect england. there are advantages in that situation of fighting on home soil

hey, i remembered the other one: is there a resolution protecting endangered species? i looked through the resolutions and didn't find one (i didn't look through the proposals, though). is there one, which i just overlooked? if not, would anyone support it?
The Lynx Alliance

i dont think there is, and we would be for supporting it. i dont know about other nations though, but this one would, if planned the right way, make it to vote. also, as a bit of advice, it would be an idea to put what your proposal, draft or idea is in the title of the thread. at least if it was, people would have a better idea of what it is about before going in, as opposed to 'this is my idea' or 'this is my proposal'. if you do make a draft, or come up with an idea with this latest one, start it in a new thread, because some people would see your first post and overlook the thread, even though it has this good idea

Some of the greatest wars were fought on the element of surprise: for example, Israel could not have won the Six Day War without surprise. Besides, as others have pointed out, it's kind of useless to enforce war etiquette when there's a considerable number of nations who won't care for it. Furthermore, what's with "war etiquette" anyway? You're at war- any etiquette rules get thrown out the window. I don't know about you, but if I was at war with someone the last thing I'd be thinking about is how much they'd like me- I already hate their guts, so what's to stop them?

There is a form of etiquette in war. You always make sure not to silence the gun you are using to execute the fallen nation's leaders with. Giving them the warning the bang allows is a courtesy all nation leaders should enjoy right before the flying pellet of burning death splatters their brains across the carpet they just installed last week.

In that case, yes, there is a proper procedure. However, I'd like to think of it as announcing your final act of the war, a greater statement that you, in fact, totally defeated your enemy. That I think is something any nation should know, don't you think :D
