That would require a change in game mechanics. Thus, it would be an illegal proposal.

Well, there's this regional password thingy that's already in the game...
Plus there's the unenforceability (is that even a word?) of the plan - additional nations could join the region and remain dormant, thus bringing the total number of nations higher than six. Then the region could get crashed "legally" under the auspices of this.
Of course, the entire thing is illegal as well.
Consider having the Founder disable UN delegate access to regional controls. That's what I did, and I doubt strongly that anybody would attempt to crash my region.

Proposing such a proposal will get you warned for an illegal game mechanics violation...
