Draft: repeal and replacment of hydrogen powered cars

I know there already is a thread on this but it wasn't very formal and the writer didn't do a good job on it and I want to continue that proposal or what ever (I'm new still fiding out how things work).

So I want to get rid of the resolution that only allows hydrogen cars and replace its with one that allows all types of cars but urges the deveolopment of methods the decrease price of hydrogen fuel cells and other aspects of the car, reduced emmisions of current consumer transport cars, and a better (cheaper and more efficent) method of getting hydorgen.

I just want to know how I would go about doing this, would that be a repeal or proposal that gets rid of the old one and replaces it? Once I get the awnser I will write a more formal draft of this to be reviewed and then I shall submit it.

Please don't critize me to much here I just want to learn how to actually do this, but your full out rejection or loyal support will be apperciated in the next version that is more formal and before the submision for to be voted to be voted on (I'm newb don't know what its is called).

I also apologize for any misspellings :D

First you'll need to draft a repeal for it, then draft a separate replacement proposal.

Ok, so then when I go about doing that should I look at some repeals that have passed and use that format and then concentrate on making a proposal to go along with it?

and be sure to mention that hydrogen power is only a means of storage, not an energy source.

when repealing, it's best to have at least some points towards a replacement resolution in mind. for example, say that the most important thing is to get more fuel economy out of vehicles.

say that hydrogen-powered vehicles is a dodge in that it allows the manufacture of inefficient gasoline-powered vehicles until this sci-fi technology is "introduced", with no consideration of the infrastructure required to support a new fuel source. point out that it's not cost-effective, and repeal would allow nationstates to reduce their tax expenditures considerably.

Wow thanks for the feed back on that, I was already going to mention the unpracticality of it but ya that just adds even more to my argument.

Additions to my arguement were that not all new types of automobiles are as good as they appear on paper like how hybrids arn't really worth the cost if they are non stop and go traffic car that goes on raod trips, while in a city like new york or toyko they get over twice the mpg.

Be sure to add in that more efficient fuel sources can be developed for the same cost.

Sorry about this double post, but I just looked through all the resolutions passed and as I was led to belive that the hydrogen powered car resolution banned regular cars, but it didn't and only called for development into this new technology. Sorry about the double post but this post can be closed, I just wanted to straighten things out.
