UN endorsements must be given by UN members within a region. So ask a few UN members in your region to endorse you (you'll have to get additional UN members to your region first or join a new region first).

Sure. Are you more interested in becoming a Regional Delegate or are you looking for two endorsements to be able to submit proposals? If it's the former, you may need to campaign for the position. If it's the latter, it's pretty easy to get a few endorsements, or you could post ideas for proposals to the UN forum and have someone with two endorsements submit it.

Ok, a humble newb here to seek wisdom from my elders. Once I get the two endorsements to submit proposals, and submit one, how do I get it passed? :)

To get your proposal passed, you need at least 6% of the UN Delegates (around 151 Delegates) to approve your proposal. When 151 Delegates have approved it, it will become a resolution on wich all UN Members can vote, for or against.

The way to get a proposal passed is for most or all UN members to vote on it. If you're wondering on if you can get it passed without members having to vote on it, there isn't a way to. That's the extent of my knowledge.
