International Space Agency
A resolution to reduce barriers to free trade and commerce.

Description: CREATING the "International Space Agency" (ISA), intention being:

- TO FOCUS all national space agencies on Earth into a collective whole;

MEMBERSHIP AND GOVERNANCE OF THE ISA:

- Membership is voluntary to all nations;
- Existing national space agenicies shall relinquish control of assets and equiptment to the ISA;
- Nations lacking a previously existing national space agency shall be permitted to join, providing financial requirements are fulfilled;
- The ISA shall be governed by a board of directors formed of individual delegates from member nations;


FINANCIAL ACCOUNTABILITY:

- Member nations shall contribute 0.3% of G.D.P. to the ISA per annum;
- The contribution will be utilised, as determined by the board of directors, to fund research and development, equiptment, administration and missions;
- Member nations and the United Nations General Assembly reserve the right to review or investigate the expenses and/or intents of the ISA;
- The ISA shall submit a detailed analysis of operations to the UN General Assembly and member nations once per annum;

MISSION:

- To seek out new habitats, resources, cultures, civilizations and scientific abilities beyond Earth's atmosphere for the betterment of humanity;
- To support the development of off-Earth human colonies, where determined ecologically sustainable;
- Colonies may include, but are not limited to, the Moon and Mars;
- Develop exploration programmes with the eventual aim of establishing first contact and partnership with alien species;

PURPOSE:

- Unite all Earth inhabitants in a collective goal of universal betterment and exploration (economic, political, social and scientific);
- To assure the sustainable development of the human population;
- To augment scientific understanding of the universe;
- Make an attempt at lasting stability and understanding of Earth and beyond.

Um, no. This doesn't warrant it.

International Space Agency

Already exists. Ever heard of the UNSC?

Description: CREATING the "International Space Agency" (ISA), intention being:

- TO FOCUS all national space agencies on Earth into a collective whole;

Which happens to include those of us that refer to a hundred lightyears as a short distance. Some national space agencies amount to some kid in a backyard looking up at the sky with curiousity, while others amount to massive fleets in space that are exploring it and carving out territory for their nation. The reason why I bring this up is made relevant below.

So, basically, this is a cheap way to give modern nations access to future tech ships. Because, by definition, that's exactly what it does. You might want to reconsider this.

Great. So not only am I being forced to give up my massive fleets to a bunch of nations that are not even technologically-advanced enough to push the start button, but they are paying far less for them than I had to in just the cost to build them.

MISSION:

- To seek out new habitats, resources, cultures, civilizations and scientific abilities beyond Earth's atmosphere for the betterment of humanity;

Humanity isn't exactly looked upon that favorably by other species. And if you wish to find all of those things, check out Earth Orbit sometime. Entire nations exist there, and those of us who do call other worlds home can sometimes be found hanging out there.

These already exist.

- Colonies may include, but are not limited to, the Moon and Mars;

You may want to ask the Lunar and Martian governments first. They may not take kindly to you invading their territory.

You're the most populous species in this galaxy. You already have more than that.

- Make an attempt at lasting stability and understanding of Earth and beyond.

You want to understand the universe? Take Earth during the era of Columbus. Now, give everyone modern technology and make them inherently hostile to each other. Throw in a few diplomats for kicks. That's space in a nutshell.
