Repeal "Universal Library Coalition"
A proposal to repeal a previously passed resolution

Description: UN Resolution #97: Universal Library Coalition (Category: Social Justice; Strength: Mild) shall be struck out and rendered null and void.

Argument: No bill should be allowed to collect taxes from the nations of the UN to fund a resolution.
This is killing the spirit behind Resolution #4 & therefore this resolution needs to be banished.
I propose any future laws not ask for tax money to be spent. It should all come from private funding & donations.
Kill this resolution & create one that makes sense.

The resolution in question, like many others, is effectively passed as an "unfunded mandate", though the ULC does specify how funds should be collected. Also, Resolution 4 says:

The UN shall not be allowed to collect taxes directly from the citizens of any member state for any purpose.

The ULC does not authorize the collection of taxes directly from the populations of any country, so it is quite legal. Also, unless one wants the ULC to be dominated by special interest group and subject to biased archiving and distribution, public funding is in the best interests of the UL's users. Krioval will not support any efforts to repeal this solid resolution.

Here is what the resolution states.
Those that choose to participate will pay an annual fee to have the Universal Library made available to all internet portals within that nation. Member nations may also choose to provide content filters for their citizenry. Each participating nation may build a physical library within their borders, at their own cost. Each participating nation will maintain a backup of their national data archived within the ULC.

Unfortunately, the choice given by the powers that be is to accept the fee as a member nation of the UN or Drop out of the UN to not have the fee.

Sadly these are our true choices. That is the reality of the way things work no matter how you sugar coat them. when this initiative passed my taxes were raised. So were all the other nations in the UN.

That's usually the way it works. Resolutions pass and they need to have their funding guaranteed. Typically, that's going to mean a tax hike. And for the record, just because the words "private donation" appear in the resolutions doesn't mean that taxes won't rise; funding for UN mandates must be guaranteed. Nations can seek private donations rather than raising taxes for their share, of course.

OOC: Translation - the resolution is Social Justice (mild), and as such, it's a tax-raiser and can reduce one's economy. The text of the resolution has nothing to do with its gameplay effects. And really, the 2% my taxes rose didn't exactly break the government; we simply cut costs elsewhere.

Thank you for hitting my point home here. No matter what the bill states taxes will be raised on this for everyone.
So, with that in mind anyone who thinks down with big gov & mandatory taxation vote this bill down.
Don't let a giant "world government" dictate the economy & taxation of your government. Get rid of this proposal.
This is a issue that really should be up to the individual Nations not the UN
