I've just submitted "Eradicate Smallpox", only to discover the formatting rules for a submission to be different than a post. What's the right way to correct this: to delete and have me resubmit, or what?

First, provide an example of how it formatted.
As for format: Ask a mod to delete it if it's wrong.

And yes, I'd appreciate it if a mod deleted it so that I could repost. Other than wait for one to see this note, how should I contact one? TG?

Exactly, no need for bulletin board or HTML markups when posting a resolution. On a similar note, there is (to my knowledge) no ability to underline, bold face, or italize text in proposals. However, the standard convention many of us have adopted is to CAPITALIZE the first word of each clause, for example:
The NationStates United Nations,
AWARE that we can not underline, bold fact, or italize text in order to bring attention to the beginning of a new statement,
CONCERNED that formatting of an official statement of this body should be easy to read and understand,
1. RECOMMENDS that the first key word(s) of each clause be capitalized,
2. SUGGESTS that the justification for action be listed in several preambulatory clauses,
3. FURTHER SUGGESTS that these clauses not be numbered,
4. CALLS UPON proposal authors to number their main clauses, in order to make it easier for UN members to see what a resolution does, and
5. STRONGLY URGES the moderate use of white space via carriage returns, between all clauses.
