Effects of UN decisions on non-earth nations

The people's republic of Cyrian Space is based on several planets, a very long distance from earth. Obviously, conditions for various things would be different. For example, in Cyrian Space, there is a planet (Molten) where the surface is composed almost entirely of pure carbon dust, and is for all intents and purposes a desert. Now if the U.N. were to make a ruling that all deserts undertake a reforestation initiative, or some similer thing, it would have positive effects on earth nations, but on Molten, it would be nearly impossible, unnecessary, and very unpopular among the species native to that planet (The Sedenta.)

Give Molten to a puppet and it avoids a reforestation problem. However, if you only own a piece of Molten, then that's all you'd have to reforest. As for the Sedenta, I hope they're sentient, because if they aren't you'll have trouble getting anything adversely affecting deserts stopped.

The sedenta are sentient, speaking beings. And all of molten is within Cyrian Space.
Really, that's just an example, and I was wondering more on how to deal with that kind of thing.

Really, that's just an example, and I was wondering more on how to deal with that kind of thing.
I believe Cyrian space was using that as an example to talk about the cases of other non-Earth UN nations.

Yes, that was an example. I was just wondering because there are a number of possible proposals that could be made that would be benificial on earth but would present an enormous problem to a nation based on other planets and in space. For instance, if the UN ruled that all facilities in space were to be owned by all UN nations, would I have any recourse besides to leave the UN?
This is just a thought, but I thought it deserved clarification.

Thanks to the efforts of DLE (where is DLE, anyway?), the effect on star empires has been discussed for every proposal I've seen since I've been here.

Several of those proposals have been revised to take into account the effect on star empires, elven kingdoms, antarctic sultanates, etc.

In general, by His grace we avoid these problems, but speaking frankly, where such ludicrous proposals occur, such as reforestation of airless moons, we take them to include only terrestrial style deserts. Creative application of Resolutions is sometimes required.

I'll take it one further, my nation and region for that matter, is comprised of space stations. Sure we have forested areas and stuff for recreational purposes, but things such as border patrols and things that would be necessary for nations or regions on a planet with other nations or regions are not necessary in space since our borders are just emptiness.

So I think what he is saying is that things affecting earth and pertaining to situations on earth may not be a factor when it comes to nations or regions not on earth.

UN membership is based on whether or not you are a member, not whether or not you are a part of Earth or not. When it comes down to it, if the UN resolution doesn't apply to you, then, in role-play capacities you don't need to worry about it, but when it comes down to statistics-wise it'll still affect your national description.
