Joint Space Program
Every UN nation must submit 1% of their income tax for joint space program. All UN nation must promote space program. Joint satellite, and cooporative space missions. Encourage educational incentive in Asterophysics and intergallactic travel.

Why not 0.01%? Why not 2%
This could mean the DLE would have to reduce expenditures and let their galactic empire fall apart, you understand. I'd be careful about proposing things like that, lest a DLE deathstar appear in your sky one night.

What if my nation is alredy in space with the rest of my region and doesn't want to pay for you to start a space program?

There's already a joint space station created by UN members by a previous resolution. (United Nations Space Consortium, I believe is the title of the resolution) Granted, that one is optional, but I believe that yours would just be attempting to change the voluntary participation of the previous resolution. Therefore, such a proposal would be illegal without a previous repeal of the UNSC.
Bahgums Glorious Leader has some space he wishes to share in a joint space initiative. This would be the 150 spare rooms of the Leaders residence, hopefully by sharing the space the Mother in Law will have nowhere to stay. He doubts she will accept his offer of the grand High pigeon lofts in t'backyard......
