A copy of the proposal would be nice.
And if you are a nation in my region you already have your very own space station. That is of course since my region is in outer space and is made up of clusters of space stations. Yeah.

Another M.O.S.S...
Category: Political Stability
Strength: Significant
Proposed by: The Holy Samurai
Description: Seeing as many nations feel isolation is better than
international cooperation, this nation feels that an
International Space Station would further encourage
international cooperation.
To instigate the building of the Space Station a small
endorsement should be exacted from whatever nation wants
to be apart of the station. Any and all nations capable of
space travel are encouraged to join, though joining is not
compulsory. Any nation apart of the Station will be able
to add on to the structure after a vote of all nations
apart of the Station. All ideas on modifications to the
station or any programs within it shall be decide upon
democraticly by all nations involved with the Station.

First off ... what's up with the weird formatting? Why do you have a space between each line? It's not like you're even separating thoughts, but rather it's completely random ...
Secondly, you may want to check out UN Resolution #50 - the UN Space Consortium. Within that resolution a lunar base was built, for the purposes of continuing the "exploration of space for knowledge and resources." It sounds a lot like your proposal, so I don't see any reason to approve yours when we have a *very* similar one already on the books.

My nation wanted to create this space station mainly for research of space technologies and tests of effects space has on objects from earth. We feel that this could be a seperate venture from the lunar base. The Station and the lunar base could share info on tests and help broaden our intersteller horizen.

The UN could also pass a proposal to purchase 1 space station from the region for which I am serving as delegate and I also founded. Principality of Zeon would be more than glad to construct and sell a research station to the UN.

Ahem.
I've underlined the most obvious mispelings and malapropisms.
*backs up for a good running start to punt this proposal out the window*
From the first paragraph (I use the term loosely), you seem to think my nation is isolationist. My UN nation, that is; not the rouge nation I set up to develop in isolation. You also think I need to be forced into more international cooperation. Then in the second paragraph, you make participation voluntary.
As if the above isn't inherently self-contradictory enough, you then specify that nations that don't participate (apart) can add to the space station. This raises ontological questions of how one can be a non-participant when one participates.
But wait, it gets better! All nations not involved in the space station must vote before a nation not involved can be involved. They don't have to approve anything, mind you, they just have to vote. Maybe they don't even have to vote on the subject. Maybe they don't even have to vote on the same subject. But all of them have to vote on something, one way or another, before the non-participating nationstate is allowed to participate while not participating.
Your dialectic is non-rigorous, to say the least.

I laughed really hard at that. Especially the last paragraph about voting.
