Security Council. Should I make a proposal? If not, then how can we create it?

Dear Members of the general assembly of the United Nations.

We the Federation of American States think that an Security Council is an idea that would definetely improve the InterRegional Security.

International Relations theorists came to the conclusion that an Security Council would halt any possibility of war between the most powerful regions.

The Security Council would also help hotspots and ruleless regions around the world to achieve peace.

The system could work with 5 permanent members with the 5 most powerful regions(not states) that apply for it.
This regions would be willing to send some nations to work as Blue Berets and Blue Helmets to enforce the peacekeeping/making and other resolutions of the security council.

War between any of the p5 members would be outlawed.

And they would not be able to go against the foundation peaceful chart. Or else they would be expelled and would suffer retaliations.

There would also be 7 more rotative chairs. That would allocate some less powerlfu but also strong, developing regions.

The security council would also regulate the Jus ad Bellum and the Jus In Bellum

I don't see how it could help. If you moved nations from powerful regions into other regions to "help run them" it wouldn't really do anything unless the nation in question was put in charge of the region in question. A nation simply being there would have little or no impact unless the region only had a small number of nations. Also, most nations are in their respective regions out of choice, I would not want to tell a nation in my region that they had to go to another region to help them out, it would be equivalent of kicking them out. Maybe a better course would be to make these small regions accessible to other nations by putting their name on a list of UN friendly areas, or as UN "safe zones", or even UN "economic recovery" areas for nations in disarray.

This is a bit confusing as it seems to combine the U.N's role with that of the respective regions that make up the NationStates world. A region with a founder is already immune to regioncrashing.
Perhaps if this was done in a way to simply involve U.N intervention and had noting to do with physicaly moving countries from region to region, it might work.
Is this making sense?

We think you're crazy for even considering this.

We also think you should be in the NS UN for a few more months before deciding what needs to be done. Way too many "ridiculous" ideas come out of the newly joined, on some theory that the RL UN = NS UN. It doesn't, never will, and it's better that way.
