§1.The International Atomic Energy Agency (IAEA) shall seek to accelerate and enlarge the contribution of atomic energy to peace,health and prosperity.It shall ensure that assistance provided by it is not used in such a way as to further any military purpose.

§2.The IAEA is authorized:
-To encourage and assist research on, and development and practical application of,atomic energy for peaceful uses;
-To foster the exchange of scientific and technical information;
-To establish and administer safeguards designed to ensure that all materials and information are not used for any military purpose.

The IAEA shall conduct its activities in accordance with UN to promote peace and international co-operation,and in conformity with policies of the UN furthering the establishment of safeguarded worldwide disarmament.

§3.The members shall be the States Members of the UN.

§4.The General Conference(GC) shall meet in regular annual session,with a President.Each member shall have one vote.Decisions shall be made by a 2/3 majority.
It shall:
- Elect members of the BoG;
- Suspend a member from membership;
- Approve the budget,the reports to be submitted to the UN,any agreement between the IAEA and the UN and other organizations and the appointment of the DG.

§5.The GC shall elect to membership of the Board of Governors(BoG)20 members,not re-eligibles,who shall hold office between 2 sessions of the GC.Each member shall have one vote.Decisions shall be made by a 2/3 majority.The BoG shall elect a Chairman and other officers from among its members.

§6.The staff of the IAEA shall be headed by a Director General(DG),appointed by the BoG with the approval of the GC for 4 years.He shall be the chief administrative officer of the IAEA.The staff shall include qualified scientific and technical personnel.The DG and the staff shall not seek or receive instructions from any source external to the IAEA.

§7.Each member shall make available to the IAEA all scientific information developed as a result of assistance extended by the IAEA.

§8.Members may make available to the IAEA special fissionable materials,services,equipment,and facilities which may be of assistance in fulfilling the IAEA's objectives and functions.

§9.Any member desiring to set up any project may request the assistance of the IAEA.Any request shall be considered by the BoG.The IAEA may send into its territory the staff to examine the project.

§10.The IAEA shall have the following rights:
-To require the observance of any health and safety measures;
-To call for and receive progress reports;
-To send into the territory inspectors, who shall have access to all places and data,in order to assure that there is not any military purpose.
-In the event of non-compliance and failure to take requested corrective steps within a reasonable time,to suspend or terminate assistance and withdraw any materials and equipment.

The inspectors shall report any non-compliance to the DG and the BoG.The BoG shall call upon the recipient State to remedy and shall report the non-compliance to the GC.In the event of failure to take fully corrective action,the BoG may suspend the assistance and call for the return of materials and equipment.The IAEA may also suspend the exercise of the privileges and rights of membership, with a 2/3 majority of GC.

§11.All members of the IAEA shall enjoy diplomatic privileges and immunities.

This needs some revision as it's cutting more than a little too close to setting up a secondary "UN-like" body.

We have an idea for you:

Stop copying real world documents, and create a proposal with some nuance of doing something, rather then felgercarb and bicker about term limits for some snotty runt who runs the (excessive) commission?

If its not relevant - and is nothing but boilerplate giving some bureaucrat a do-nothing job - it is garbage and should be treated as such.

Kindly stop filling our in-box with trash and drivel.

Our opinion on this particular proposal remains - it's crap, unnecessary, too long, useless, a waste of time, a waste of space, overly verbose, does nothing, accomplishes nothing, and used up space in our inbox better served by the latest reports on how much our investments made this week.
