Repeal "Banning the use of Landmines"

A proposal to repeal a previously passed resolution

Description: UN Resolution #40: Banning the use of Landmines (Category: Global Disarmament; Strength: Strong) shall be struck out and rendered null and void.

Argument: The United Nations,

Realizing that there are many aggressive countries in the world that endanger their neighbours.

Realizing that landmines are an economical manner in which nations of any strength can dissuade aggressive neighbours from acting in a hostile manner.

Realizing that landmines are very dangerous to civilians if they are used irresponsibly.

Therefore Absindimaa calls to repeal UN resolution 40,

ARTICLE 1

All sovereign nations have the right to decide for themselves wether or not to use landmines, but all UN nations must follow the rules set forth in this resolution.

ARTICLE 2

Landmines may be placed in any territory controlled by a sovereign government, but must be declared and well marked for all to see, civilian and military alike.

ARTICLE 3

All landmines in properly marked minefield areas must become inert after a period of 5 years, after which they can either be rendered active again or replaced.

I don't think this should be categorised as "Strong". Strong might have been to ban the use of landmines altogether, but requiring that state's erect warning signs about the minefields is a bit weak really.

Repeals aren't categorized as anything but "Repeal". The original resolution was "Strong", and a repeal can only reverse the original effects of any resolution, albeit to a lesser degree.
ARTICLE 1

ARTICLE 3

Repeals cannot propose new rules or laws. Their only action is to remove an existing resolution. If you want new rules to replace them, you must first pass the repeal and then pass the replacement as a new proposal. You can't combine the actions.

Illegal as written.

You present weak arguments, and even one in favour of the past resolution to ban land mines.

Telling everyone that you have planted landmines, and marking them just in case they didn't hear right, makes it useless to use landmines in the first place - so why bother repealing this resolution?

land mines arent used to destroy the enemy... they are intended to slow them down as much as possible while they breach the mine field. if the enemy dies, its icing on the cake.
