I'm not exactly clear on your question, but I think I know what you are suggesting.
When a proposal gets enough delegate endorsements while in the proposal queue, it is moved into a resolution queue (basically the front part of the proposal queue) and marked "Quorum reached" or "Reached Quorum" ... I can't remember exactly how it says this.
It sounds like you are suggesting that at this stage that non-Delegates should be able to show their support for a proposal that will reach the floor.
It is important to keep in mind that the list of nations that endorsed a resolution while it was in the proposal queue is lost. It isn't recorded officially (though a few of us do randomly grab those lists to use for our own administrative and political purposes). So non-Delegates signing on wouldn't really make significant difference.
If you really like a proposal, I suggest doing what I do. Telegram its author and congratulate him or her. :) Once a proposal becomes a resolution a number of rude nut-cases come out of the wood work. A few positive telegrams to counter act the negative ones never hurts.
