Proposal: Establishment of Bars

Oddly, nothing concerning consumption of alcohol had been proposed, so I figured I'd give this a go. But just in case alcohol was a given right, I've included the use of marijuana in permitting nations. This won't interfere with nations that have not legalized marijuana.

Read the proposal, and let's get this into the resolution stage as quickly as possible, guys. :P

Establishment of Bars

A resolution to ban, legalize, or encourage recreational drugs.

Proposed by: The Board of Boards

Description: The intent of this resolution is to legalize, and promote, the establishment of bars for recreational drug use.

1. Allowing that all persons aged 21 and above, in any nation, are of the age to purchase and consume alcohol in the privacy of their homes or an establish designed to cater to such an activity. Consumption of alcohol outside said legal establishments is prohibited.

2. Considering and amending United Nations Resolution #85: Support Hemp Production, in nations where the use of marijuana is legal but restricted, persons aged 21 and above can purchase and consume marijuana in said establishments. Consumption of marijuana outside said legal establishments is prohibited.

3. Considering and amending United Nations Resolution #85: Support Hemp Production, in nations where the use of marijuana is legal and unrestricted, persons of any age may purchase marijuana in legal establishments, but only consume in the privacy of their own home unless said person is aged 21 or above. Consumption of marijuana outside said legal establishments is prohibited.

4. Considering United Nations Resolution #85: Support Hemp Production, in nations where marijuana use is illegal, no person may own any public establish designed to distribute marijuana to persons of any age. Nor may any person consume marijuana in the privacy of their home or elsewhere.

5. Any person aged 18 or over may enter a bar such as described above, but only consume according to their nation's laws.

In order for a person to own any establishment designed to distribute any form of drug legally, said person must apply for and obtain a License of Distribution (either for alcohol, marijuana, or alcohol and marijuana) from their nation's government. Additionally, all such establishments must agree to regular health and safety inspections by the local government.
Attempting to amend a passed resolution is illegal.

That's silly.

v. amend: To change for the better; improve: amended the earlier proposal so as to make it more comprehensive.

Do I need to make a proposal to allow amendments to passed resolutions?

Regardless, the point of resolution #85 was to recognize and promote hemp as a marketable product. But it had a stipulation that was, and I quote, "EMPHASIZING that industrial hemp cannot be used as a drug." Now if you want to get semantic, industrial hemp is not marijuana, but I added the reference and acknowledgement anyway because I was using resolution #85, flexibly, as support for the plant cannabis to be marketed.

There has been no resolution passed to illegalize the recreational or medicinal version of cannabis, marijuana, and I suppose I should have made that clear. If a re-wording of my proposal is necessary, I can do that.

That would also be illegal, as a games mechanics violation. Resolutions are not allowed to change the games mechanics. If you are serious about this idea, DO NOT put it in a proposal. Make a thread on the Technical Forum - that's what it's there for.

I wasn't trying to debate that. I just figured it'd be simpler to allow amendments rather than urge people to write repeals and then rehash that resolution with one small change. And I did read the three general rules before I knew about the forum.

First time it's fine. You know the custom for next time. General politeness, as many people only have dial-up, and it can take time to look through pages of proposals to find one.
I thought that was what the search function was for. Nevertheless, if I make another proposal I'll remember that.
