Without seeing the text of the resolution, it sounds like a "Drinking Age Law", and therefore protecting the public health via restricting a civil freedom. These are moral decency resolutions.
The Epidemic Prevention Protocol restricted civil freedoms in exchange for protecting public health. The Good Samaritan Laws restricted civil freedoms in exchange for faster disaster aid.
My advice is to write your idea out and worry about the category at the end.

Oh, and don't worry if we atack it. Sometimes these have to go through a few drafts and our attacks are nothing personal.
However, sometimes an idea it just bad. There is nothing you can do about this, but just accept that we dislike an idea or think it cannot or should not pass. In this case, it's an issue I must see the proposal on before I judge.
