The UN cannot force resolutions on non member nations.

This proposal is illegal because it messes with the game mechanics (restricting spending on defense and military to %15). Besides, I'd like to know how I can spend all of my money on armed forces and still only be spending 15% of my worth ~ the math doesn't work out to well there.
