cultural proposal

I decide to try it again, and I am still open for changes. I will be glad to hear if you will ideas for improvements. here is the proposal:

Description: Believing that culture is one of the most important things that humanity creates,
Fully aware that culture is one of the thing that defines nations,
Convinced that every man or woman should have access to culture, without unreasonable financial or geographic barriers,
Welcoming the growing number of ways to access culture at lower prices,

The members of the UN:
1- Strongly encourage all efforts to make cultural products and events financially and geographically accessible to all citizens of UN member nations, including:
a) avoiding setting prohibitively or unreasonably high prices for said products and events,
b) having touring cultural events visit a wider range of venues so as to make them accessible to more citizens, and
c) possible provision of financial help to cultural event organizers and product vendors following the guidelines of sections a and b;
2- Note that stealing cultural products or avoiding entrance fees to cultural shows will remain crimes, to be punished as national governments see fit.

This is too specific and hinders the arts industry.

If you would like to maintain culture, why don't you propose something similar to the Global Library resolution (but not too similar, couldn't believe that one passed) that would create a national museum/art gallery/etc in every nation to perserve each nation's cultural heritage.

Just an idea,

by "culture", you mean what?

opera and ballet? Gilbert and sullivan? sports? movies? modern dance? poetry slams?

p.s. if you've never been to a poetry slam, i highly recommend it. beats the pants off any of the other things on that list.

culture definition is by the countrey. I had no Idea what definition to make.

Just an idea,
well, it could be good but: this will limit the culture to painting and statues, this will harm the ideas of the original proposal (acessible culture to poors and wide countriers).
also I doesn't think that proposal like the global library, would get support in this UN (although almost everyone here was against it, and it passed).

there isn't economical support. this is just request from the govrment to help the act.
