No. It is possible to resign from the UN to not be affected by a resolution you dislike, and re-join immediately afterwards.

Actually when you join the UN, all resolutions affect you past or present.

You're both right and wrong. Whilst it is true that UN resolutions passed before you become a member do not affect the actual game statistics (such as your economy and civil rights ratings), you are still expected to follow the rules set out in them.
Myopia would be the correct one in this particular instance. I back his post of the three conflicting opinions.
