Amendment of Resolution - possibility?

Hello, everyone. This is a general "point of interest" question. My region is interested in creating more specifications with regards to a particular resolution. (in particular "The Global Library" resolution, #86) I have mentioned this idea to the original resolution owner, who gave his permission for us to adapt/amend the resolution. My question is, if some of the points are in contrast to what were written in the resolution (for example, the idea of having a central location in each nation where the texts are stored versus having internet/technological access from any location), could we simply submit a new resolution as an amendment ... Or would we need to repeal the original resolution first?

You have to repeal the origional resolution first.

I've been on the tail of this Global Library resolution already. The answer is no. You have to repeal the resolution, then put the new one into place. I know for a fact that the original proponent of the "Global Library" resolution mentioned many changes during the voting period, but he couldn't implement them without withdrawing the proposal and therefore they were utterly worthless.

If you want the specifics or just a reassurance of this answer, you can check and possibly try to revive my various threads under the titles of "Reforming the Global Library", which contain, in addition to the assertations of a higher power of the forums on "amending" resolutions, a very well drawn out repeal proposal, and a draft of a better Global Library proposal to replace the original. If I can get one additional person to support my delegacy in my somewhat empty region, I can even put them into motion. Unfortunately, literally no one actually read these various threads. I'm starting to think I have magical powers of forum invisibility.
