Reforming the Global Library

I've recently been very active in the U.N. working on various pieces of the proposals and repeals necessary to reform "The Global Library" resolution, number 86. For those of you who haven't seen it, here's my finished repeal, although it has not yet been submitted. I understand there's another repeal in the making here, so if that makes it to the floor this won't get introduced.

The United Nations,

OBSERVING the recent passage of resolution 86, The Global Library,

NOTING WITH REGRET the gap between donations acquired and actual cost of building (at first presentation of proposal) 36,777 libraries, one per nation, and

REALIZING that holographic technologies are still far from reach in specific nations and expensive to implement, thus delaying the project indefinitely,

AND IN THE INTEREST OF establishing a new Global Library proposal of a practical and efficient nature, hereby

CONDEMNS Resolution 86 on account of poor wording and unprofessional presentation, which reflects ill on U.N. policy as a whole, and

REPEALS the resolution on account of the impossibility of acquiring the funding and technologies needed to begin the project.

That being said, I thought it would be helpful to garner strength for the repeal by showing that there is already some serious attempts being made to establish a new Global Library. If you don't care about that, I still have a request regarding the repeal which is underneath the box, in bold.

Here's my first draft of the proposal.

Preamble (Finished):

The United Nations,

RECALLING Resolution number 86, the Global Library, and its subsequent repeal,

REAFFIRMING the idealistic strength of the concept of a global repository for knowledge,

And RECOGNIZING the failures of the previous resolution,

Hereby establishes the grounds for a new Global Library.

The Details (Not properly worded out yet, but will be):

The current plan for the new GL is to establish a central building almost entirely on donations - be it money or books – built in some form that would allow for infinite expansion based on the boundaries of funding. Essentially, this would hold all books acquired, archives of news from credible presses, and an internet database with whatever information the U.N. sees fit. Any U.N. member nation that wishes its citizens to benefit has the option of building their own subsidiary library, which would receive the benefits of the global libraries stores of information and the ability to request/order books from the central library. This library would be funded by that member nation and the nation establishing it would also continually owe a pittance of money to help pay for the staff, subscriptions, power bills, maintenance, etc if the library cannot pay for these by donations alone. The library will be completely non-profit save in the interest of promoting itself, anything that it makes off of late-fees, donations, etc, goes into more books and expansions. Regulations regarding this will be strict to prevent corruption. The GL will not send any book to another library unless it has at least one copy plus whatever it takes to meet civilian demands. The library will hold information about all U.N. member nations unless that nation feels it a threat to their security to disclose such information.

Like what you see? Here are the various issues that need to be resolved before I can put it into motion.

A) Nitpicking
There’s no doubt in my mind I’ve missed something important here or have some issue that Nations might have quarrel with. Since this proposal is still in draft stage, please, please offer any constructive criticism you see fit. I am still unsatisfied with this proposal and am more than willing to make changes, which is why I’m putting it up so early.

B) Proposal introduction (Important for repeal as well)
I’m devoting my time to putting this resolution in motion, and therefore out of simple selfishness I’d like to see my Nations name on it. However, The Dark Realm of Unnormalcy, my region, is unfortunately bare save for my friend nation Neraphim, which leaves me one supporter short of the credibility I need to introduce either the proposal or the repeal. So, If I may, I’d like to request a little help in that area. If anyone fancies a trip to the Realm, you might find us some pretty interesting people, but if you’re only interested in passing the proposal/repeal, a quick visit would probably be sufficient.

C) Details I’ve yet to work out
I have some issues I myself would like to resolve. Firstly, there’s the issue of seed money. It is entirely possible to establish the GL as a small and continually growing network of information based entirely off of donation, but I’d like to ensure that it gets a good start as soon as it gets passed. So, I’d like to know of any ideas for alternate funding to the library for a temporary amount of time. What other successful ways are there to make the money without taxing?
Secondly, there’s the extremely important issue of WHERE. The central GL could probably pass without specifying a location, but it seems a silly thing to leave unanswered. What kind of neutral ground could the GL be established on to ensure no favoritism over any particular nation?

Now, now, one at a time, please. Wouldn't want all of you to give me your criticism at once, cough, cough.

I'll be doing some more work on the actual central building description tonight. Anything other information you can give me about what you want this proposal to be would be wonderful.

I believe that efforts are already underway to repeal the global library. However, save all of your ideas for the new system. They will be useful and appreciated when we draft the replacement resolution.

The repeal proposal ends.. Tuesday. Searching the proposal list, I can see it already didn't make it. But there is a new one now, which will end voting on Friday. After that, I'll post my own.

However, I'm still looking for any criticism you can offer on either. The idea is to strengthen both of these so they are ready when it is time to introduce them. Please, hit me with what you have.
