My fellow delegates, I was elected President of Anaxagorasia just 6 months ago and resistance groups are already plotting to overthrow my regime. An anarchist group calling themselves Project Mayhem has been plotting my assasination for weeks, i have recieved various death threats and 3 days ago, an attempt was made on my life. Under current law, it is difficult to go after these criminals for they reside in nearby nations in the pacific. My streets are being filled with anarchist propeganda and these criminals are growing in numbers. I would like to request permission from the un to allow me to send in troops to the pacific to rid the world of this terrorist scum.

Seeing as proposals for a UN Peacekeeping Commission have not yet gained enough support to become a resolution up for vote, I don't understand why you feel you need UN support or permission to deal with a terrorist problem. Worst case scenario: go after the terrorists, be tried for violation of UN law, prove that clear and present danger was in place, and be acquitted on all accounts.
