How many un nation need there be in a region so that one can be a regional delegate? it doesn't say anything about that anywhere, or at least i haven't found it.

At a guess you need three nations, so that one nation can have more endorsements than the others. Or you need only one nation, but since you won't have two endorsements, you won't be able to submit proposals. Same thing if there are only two nations.
For a delegate, you need at least two UN members. First one to get endorsed becomes delegate. To actually do anything like submitting proposals you need at least three nations.
A single UN nation in a region won't become delegate.
