Mandatory Emergency Training

Affecting National Security, this proposal is meant to train and supply citizens to be better prepared during and after any type of disaster.

Description: GIVEN that disasters, natural, man-made or otherwise, can occur in any nation indiscriminately

Given that emergency response teams are often ill-equipped, and lack sufficient tactics and warning mechanisms to adequately respond to said disaters

This proposition seeks to ensure that all of NationStates provide their citizens with sufficient supplies and emergency training, medical and otherwise, so that they might better respond to said disasters.

I am more than happy to ensure people know what to do in the event of an ermergency, but mostly it is going to be "run like the clappers" and "let the experts deal with it". It's possible this proposal would lead to people doing medical procedures on the side of the road - undertrained people who will only make things worse.
Also - if a nuclear reactor is about to go belly-up, would you really want the average person thinking they can solve the problem?

That's a problem of the nation. They should either arm the response team properly or accept the consequences.

Most disasters your average citizen cannot respond to. A ship blowing up in dock, for instance, is something only trained professionals can deal with. In fact, there's too much that only trained professionals can deal with. You're basically wanting us to spend billions or even trillions of dollars to train entire populations to respond to disasters. Not worth the money.
