We fail to see the purpose of banning student drug testing, or how exactly it violates civil rights. In fact, this seems to us to be merely a Spam proposal put forward by a delegate with nothing better to do.

Than it would be already covered by UN resolutions:

#6 End Slavery - specificaly, "The right to bodily safety from one's employer"

and

#26 The Universal Bill of Rights - specifically, "All human beings must not be subjected to torture or to cruel or inhuman treatment or punishment."

A resolution to improve worldwide human and civil rights.

Description: The Democratic States of Kerchopia hereby proposes that mandatory random drug testing of students in public schools shall be made illegal for the following reasons:
1. Random drug testing searches students based on randomness, and not probable cause. This is a clear violation of the basic right to be free from unreasonable search and seizure.
2. Random drug testing punishes students by subjecting them to embarrassing situations and removal from time in the classroom.

You do realise that this entire proposal can be overridden by saying that what you are doing is not random. Probable cause can be a change in someone's behaviour - such as coming in late, not doing homework, doing homework, breaking up with a boyfriend/girlfriend etc....

Plus if you have a school that you know is a hotbed of drug activity, I think the fact someone comes to school could be probable cause.

Great example of why you should post your proposal with it. I didn't go searching through the huge proposal list, and assumed this was about students testing drugs for medical research.

I have to admit I was curious how you got from random dope testing to slavery and inhumane treatment, but I figured you had a reason :}

I thought it was about students volunteering for drug testing as well (I did while in college).

However, I don't mind police dogs searching lockers in schools. Heck beagels are used to smell passengers at airports for food.
