Reforming the Global Library - 1st Repeal Draft
As you may have noticed from a previous thread, I'm going to be making an effort to establish a better form of the Global Library resolution, which has a sound philosophy behind it aside from all of the various reasons I voted against it. Before this can occur, however, I am informed that I must repeal the original resolution. Here is the first draft of the first repeal I have ever written. Be hard on it, I want it to be strong before I submit it.
The United Nations,
OBSERVING the recent passage of resolution 86, "The Global Library",
NOTING WITH REGRET the gap between the donations acquired and the actual cost of building (at presentation of repeal) 36,777 libraries, one per nation, and
REALIZING that holographic technologies are still far from reach in many nations and expensive to implement, thus delaying the project indefinitely,
In the interest of establishing a new Global Library proposal, hereby
CONDEMNS Resolution 86 on account of poor wording and unprofessional presentation, and
REPEALS the resolution on account of the impossibility of acquiring funding and beginning the project.
Let me know what you think, and don't hold back.

Hmmm... on one hand it's short. On the other hand, it's short. I like it (let me know if it gets shot down and you need some more reasons to repeal it. I was one of the major opposers of this resolution in the first place).
I support it knowing that you intend to write a better resolution for the Global Library idea.

Nope. It's the fourth sign. The signs in order:
1. Religion added to the Pledge of Allegiance.
2. Japan becomming an economic power.
3. A US presidential candidate who's only good point is that he isn't the other guy.
4. A proposal I like.
5. The first genetically-engineered human is created.
6. Science finally realizes the fundemental mistake it has been making in many of its assumptions (no evidence the universe is uniform in anything).
7. A Pope declares he is atheist and steps down.

This might be easier than I'd expected. Judging by these first comments, I'll be submitting this quite soon. But it is a hard road to implementing the repeal - are you certain there isn't anything that should be added to this draft to ensure its readiness?
Finally, I added a minor change (in bold, below). Should I keep it in or leave it out?

Well, this is sad. Apparently the ally I'd expected for my second endorsement has gone on strike for reasons unrelated to NationStates. I am one endorsement short. If there's a regionless nation who'd like to lend me a hand, that'd be excellent, but I should be able to find one otherwise for The Dark Realm of Unnormalcy. If all goes well, I'll be putting this repeal up with whatever revisions I decide upon the day after tomorrow, so be on the lookout for it. I'll post a notice in this thread and start a third and final thread for the official repeal.

REPEALS the resolution on account of the impossibility of acquiring the funding and technologies needed to begin the project.
