I've been giving it a lot of careful consideration, and I've decided to submit a proposal attempting to reform the original resolution that passed not so long ago, the Global Library. The concept strikes a soft spot for me, but the resolution was poorly worded, fanciful beyond realistic and incapable of actually getting off the ground. As it passed, it essentially now will sit forever in inactivity, due to the fact that we will never find the funding to build a library in every nation from simple donations to the U.N. - or design and implement holographic technology, for that matter.
But before I attempt a draft, I want to know your opinion on what could be done with this resolution. I have a strong plan mapped out, but specifically I would like some help with two questions:
A)How do you fund it? You cannot tax, as I well know, nations to put forth a library, and even if that were an alternative I would not use it. Donations work well for books, but not buildings. I am considering a single core library as opposed to multiple libraries that functions in nations primarily off of the internet, but I am intrigued by the mere thought of a more cost-efficient method. Still, funding is a problem, as it was in the original.
B) Do I submit this as a repeal? Can repeals also replace the original resolution with a stronger, better one? Or should I submit this as a normal proposal, changing the effects but not erasing the original resolution? It is my intention to achieve this in one stroke, for taking it part by part is far less effective and likely to pass.
