Proposal:Emergency Food Assistance

I have just submitted a resolution to the UN, here is what it says:

Emergency Food Assistance

Definitions:

(1)Food Bank – a public or charitable institution that maintains an established operation involving the provision of food or edible commodities, or the products of food or edible commodities, to food pantries, soup kitchens, hunger relief centers, or other food or feeding centers that, as an integral part of their normal activities, provide meals or food to feed needy person on a regular basis.

(2)Food Pantry- a public or private nonprofit organization that distributes food to low-income and unemployed households, to relieve situations of emergency and distress

(3)Soup Kitchen- a public or charitable institution that maintains an established feeding operation to provide food to needy homeless persons on a regular basis.

Resolution:

The United Nations shall create a global food bank system, in which nations that are devastated by natural disasters, war, or economic depression can request food assistance. It will be up to the United Nation to recognize the level of help that is required for a nation in need and to supply them with the proper amount of food or edible commodities. They food or edible commodities will then be given to only an UN approved Food Pantry or Soup Kitchen. The United Nations has the right to adjust the amount of food given to a nation as the situation changes.

Collection of Food:

The food for the food banks will be donated by members of the United Nation. There will be no requirements for a nation in the UN to donate food unless in times of Global War and/or a global disaster, in which cases UN nations that are not affected by the War and/or global disaster will be required to give 5% of there total domestic edible commodities to the UN.

Not bad definition.

Also pretty accurate.

It sounds not too bad, but I am already questioning whether it is wise. But I'll save why for later.

This is the reason why I'm questioning the wisdom of it. You are trying to burden multiple nations with dealing with problems that they may not want to. Plus, no regulations on the status of the food, so you could have nations donating edibles that they have knowingly poisonned or done worse to. 5% of my total domestic edibles is an economic burden I am not willing to support and will lead to my nation having economic damage in a case where it would normally be unaffected.

I do not see why I should have to be punished because I wasn't affected by something. Also, I am not a charity.

Finally, if a global war did happen, the only people who would be unaffected would be future tech nations, and they would be burdened with having to help the nations involved.

Would there be a separate bank for each world?

And why shouldn't this be left in the hands of private charities?
Why is this something that requires a treaty between nations?
