I submitted a proposal, and I need to send a telegram to all the UN delegates to bring their attention to it.
How do I do that?
Two ways.
First go to the UN page in NationStates. There is (somewhere) a list of delegates. But I should warn you some of them don't actually want telegrams and will either ignore them or reply in a lot of interesting ways (ranging from polite "I don't cares" to less polite language which I shall not repeat here).
Second (and this requires the help of another nation, but he is the only person I know who has this information) - telegram a nation named Mikitivity. He runs a site called the UN association and (if I remember correctly) should be able to point you in the direction of delegates who would possibly be interested in approving your proposal.

Mikitivity and yours truly, Grosseschnauzer, have been involved in the process of gaining endorsements for a Tsunami Warning System proposal this week, and I can tell you that you have to send a individual telegram to each delegate nation; there is no way of sending group telegrams that I know of.
(Mikitivity is away until Tuesday, so if you needed information from him before then, I don't think that will happen.)
BTW, Speaking of approvals, the Tsunami Warning System proposal needs about 15 more approvals to reach quorum, and we only have until sometime tomorrow (Sunday) to obtain them (probably 12 hours, maybe a few more if we're lucky!).
I'm still all for a separate "Delegates" mailbox. And a "mail to all Delegates" button.

You can't telegram all delegates at once. You have to contact delegates individually. It takes time and dedication to your proposal, but in the 3.5 days you have, it’s very possible to get the 145 or so approvals you need, even for a “not-as-well-written” proposal (just look at the Global Library, et al). The key is to know where to look.
Regional delegates are listed in a lot of different places.
First, There's the "list all regions" link. This is about your least productive resource. This lists every single region in Nationstates. Some of these regions have delegates. Some of these delegates are active. And some of those active delegates will approve a proposal. I have telegrammed cold for proposals using the "list all regions" pages, but I had to send out at least 1.5 times as many telegrams to reach quorum. Not nearly as many of those just out there are willing to come down to the UN page and approve a proposal and agree with you.
Another resource to find an approving delegate is the "list proposals" queue. Here you find delegates that have approved other proposals. The key is that these delegates are both active and willing to find a proposal and approve it. Plus, you can look for ideologies or arguments that are similar to yours. For example, before I submitted the repeal of "legalize prostitution", I kept a record of delegates that had approved the repeal before. I telegrammed those 80, and, of those that were still delegates and still active, I had an almost 100% telegram-to-approval ratio. The disadvantage here is how hard it is to find large quantities there.
On par untelegrammed proposals gain between 15 and 40 approvals, if you just use the delegates approving other resolutions, you probably won't make quorum. The exception to this is a proposal another nation has well-telegrammed. I can point out two examples right now. Hirota's "Rights for Indigenous Peoples" and Grosseschnauzer's "Tsunami Warning System". Both of these have reached quorum, or will tomorrow. There are at least 150 delegates between the two (probably closer to 200-250), so you could contact them.
One of the most valuable pages I've found for finding masses of active delegates to telegram is the proposal up for vote. Just click on "delegate votes" and it lists all the delegates that have voted on the proposal. These are much more likely to be active than in the "list all regions" pages, and there are many, many more than you'll find approving in the "list proposals" queue. Another beautiful thing is that it's chronologically ordered. Nationstates is a worldwide game and active delegates (the kind you want to telegram) tend to check their accounts every 24 hours or sooner. You can virtually plan for your proposal to gain approvals at a certain time the next day.
Right now, I'd telegram the delegates approving Grosse’s and Hirota's, keeping a list of those I've telegrammed (so I don't telegram a delegate twice--that's annoying) and then I'd head to the proposal up for vote. I’d work through the list until I reached all of the delegates that voted FOR (statistically, they’ll approve proposals more), or I’ve reached 145, whichever came first. Also, if you don't get enough approvals the first time around, don't worry. Just keep a list of those that approved it and telegram them once you resubmit. They're almost 100% to support it again. Work hard, but work smart.
