If your talking about war in general:
yes you can have war, read the stickies, and this is in the wrong forum.
If your talking about war with other United Nations Nations:
Yes you still can but it really defeats the purpose of the United Nations..sort of.
Any wars, regardless of who they involve, take place in either the NS or II forums. You'd have to look around in each of those to decide which, I don't know much about RP.
