Official policy of myself is to consider a proposal to say exactly that if not posted here. It started from me saying that in a few replies to threads like this one. M.O.S.S. became the easier way of referring to it. Basically, a M.O.S.S. proposal is one they didn't bother to post on here.
Ah...I see. Thanks for that. Was the name inspired by the infamous "moo" proposal we saw earlier?

Yes and no. There was a previous one back in March that said the exact phrase that became M.O.S.S. The "moo" proposal reminded me of it.
