I want to remind all of you that this is just a draft so please do crame any mistakes down my throat. Thank You. Here is the draft:

TAKING INTO ACCOUNT that it is time we finally determine what saying for and against for a resolution means.

OBSERVING that nations who vote against a resolution do not like the resolution in question and dose not want to benefit from the resolution. Nations that vote for the resolution likes the idea, wants to benefit from and it will donate to it.

REQUESTING that there be a committee instated known as the Resolution Economic and Benefits Committee. This committee will supervise all donations for each program instated by a resolution and make sure the nations that voted for the resolution wreak the benefits of it.

URGES that once this resolution gets accepted by the nations it will be immediately setup.

"reap", not "wreak". You're welcome.

Does that mean that if we vote against a resolution, our tax and legal codes don't have to change to comply with it?

Also, does this mean that if we vote against a resolution to help the environment at the expense of business (like the hemp one that just passed), our economies won't be negatively affected by it?

This is a silly rule. I like it, but it's silly.
Participation in a resolution thus becomes voluntary, but you can only make the changes if the resolution passes.

Well, alrighty then!
We'd have to change the name of the organization, though; wouldn't be so much united...

The UN is your chance to mold the rest of the world to your vision, by voting for resolutions you like and scuttling the rest. However, it's a double-edged sword, because your nation will also be affected by any resolutions that pass. (You can't just obey the resolutions you like and ignore the rest, like real nations do.)
No matter your intentions, you cannot propose anything that makes any portion of a UN resolution optional. If it affects any, it affects all.

Nothing stops you from creating a UN Donation Drive topic here in the forums where you can donate all the spare cash your nation wants to give ... you just can't make it law.
