This is a proposal to attempt to inprove the lives of millions of children worldwide. During the past years, reports of child abuse has increased and subsequently the amount of children requiring fostering or adopting has risen also. This will try and give the children a secure and happier childhood if we can implement this proposal. Please support us.

George, proposing something (putting it in queue) then asking input is not the best way to do things. Better is to first get a draft here, then to propose. You end up with more support overall with the better proposals, and the worse ones get the knots ironed out.

(1) Adoption shall be treated the same for everybody without discrimination due to gender, race, religion, sexual orientation, political ideology, or social status (as long as the adopters are capable of maintaining the child).

Unnecessary, covered in three (?) prior resolutions. No discrimination.

(2) The Creation of an International Criminal and Mentally-Unstable Database to avoid a child being adopted by someone listed in the database unless of course that individual has made unparalleled improvement.

You need standards on this.

(3) The Sponsor of Social Services that monitor the child making sure against abuse, neglect, or poverty.

You said in (1) that social status was not a factor. Backdoor repeal of 1?

(4) To make it clear that same sex couples may adopt and follow the same laws as anyone else.

Covered in (1) and my rebuttal.

(1) Every child will be given the same chance for being adopted despite age, race, religion, gender, sexual orientation, or background.

"Thank you for coming in, Mr and Mrs Smith! And for your trouble you get..."
whirrrrrrrrrr.....tictictic..tic...tic....tic.... tic........tic
"... a girl, christian, age fourteen!"
"But we wanted a younger boy.... and we're muslim!"
"Sorry, Mr and Mrs Smith, thank you for playing!"

How are you going to impliment this one?

(2) Every orphanage and foster care center are required to meet standards imposed by member nations.

Covered by national law.

(3) An annual check on each employee at a foster care center and orphanage in order to improve quality, prevent abuse, and diminish the chances of neglect.

"Yearly check. You here, Bill?"
"Yep."
"Mary?"
"She's here."
"How about Zonker?"
"He's out back cooking the troublemakers."
"Alright, check on that. You're all here. Good. See you next year."

National Laws should cover this, or you need to make standards on it.
