New proposal ~ Public Land Rights

My new proposal is a list of rights and rules that should be upheld on public land. What do people think of it? (look on one of the last pages of proposals and mine should be there) :confused:

Anyhow, about your proposal.

Way too specific. I don't see a need to dictate what people can or can't do on public lands. Leave that up to the nations (or individual towns, even)

The main question is: What is the purpose of your proposal. (i.e. how does it benefit nations or the people of nations?)

A resolution to improve worldwide human and civil rights.

Description: We, the Holy Empire of Irritable Rah, would like to make a clear list of rights and rules that shall be upheld on all public land from now on, UNLESS OTHERWISE STATED IN A CLEAR MANNER BY THE COUNCIL.
1. Every person on these public grounds has the right to:
i) Walk a dog

ii) Participate in recriational activities

iii) Beg for money

iv) Sell an item that is worth under $10

v) Participate in any other legal activity that does not cause any disturbance to the public and keeps the area free from litter.

2. No-one on public land may:
i) Drop litter or cause the area to become unclean in any way

ii) Be abusive in their language, such as shouting racist comments

iii) Break the law in any way.

3. Public land is recognised as any area that is owned by a local council and designated by them as public land

4. Punishment for breaking these rules is up to the government of each country.

But as for it being too specific, I did mention that councils could clearly state that these regulations were not in action if they wanted their own. It helps people because it gives them an example of how to behave in these areas.

THE RIGHT TO BEG FOR MONEY?!?!?!? That requires a license in Vastiva.

We do not censor language, as such 2ii is not useful. And 3iii is ridiculous, as you've already gone over it in 1iii.

Local council? Boy Scout council is a council. So that's public land?

Vastiva gives no support, votes against.

I'm sorry I didn't mean to offend anyone :confused: . Anyway I did say that local councils could amend it. And no, by local council I mean the governing body that is in charge of a particular, local area.

I'm not sure about the strength on this one. Maybe up a level.

Already, I like.

Is this necessary to include?

ii) Participate in recriational activities

Define "recreational activities." I don't even have to use an NS example to point out that phrase has more meanings and connotations than I even want to contemplate.

iii) Beg for money

Is this necessary?

iv) Sell an item that is worth under $10

"I'll sell you some cocaine! Only worth five bucks!"

Sorry, always wanted to use that quote.

Once again, I must ask if this is necessary.

v) Participate in any other legal activity that does not cause any disturbance to the public and keeps the area free from litter.

Define "disturbance," as that is another one with more possibilities in it than I care to imagine.

Well, so much for walking in public places.

Those are covered by free speech in DLE and I do not honestly see the need for it to be here.

Which makes this powerless. National government owns all the land not in private ownership, not the local councils.

Interesting...

Too many unnecessary inclusions in this and not enough necessary meat. I won't support.

If you brought it here and asked for input before submitting it, you might actually be able to build a proposal that would get support. Most of the better resolutions were created this way. Give it a try.
