I don't consider this proposal worthy of UN consideration. For one, Canines are not universaly considered "man's best friend".

But, for the amusment of others:

Description: The Virginal Dog Act resolution is one of extreme importance because it deals with man's best friends rights as an animal. Their is one sole purpose of the VDA, to allow male dogs the chance to procreate at least once. We will achieve this by:

*All male dogs must be allowed to mate at least once before they are nuetered
*This is achieved by all veternarians providing male dogs with a female companion for the week prior to the male dogs loss of manhood
*Vets who do not abide by this resolution will lose their licenses and should spend 3 months with some sort of punishment to be carried out by the individual country

Animals are without rights. Until my dog can figure out how to pay for and hire an attorney to file charges against me in court, or realize that a court system exists and has a purpose for that matter, there is no way it can be considered as having rights.

*All male dogs must be allowed to mate at least once before they are nuetered

Sexism as applied to animals. The saying is a dog is man's best friend. Not male dogs are human males best friend.

*This is achieved by all veternarians providing male dogs with a female companion for the week prior to the male dogs loss of manhood

So, vet offices must now provide and care for female dogs to be used in copulation, and care for the puppies? Or, can the dog's copulate, and then exterminate the puppies? Or just release them?

*Vets who do not abide by this resolution will lose their licenses and should spend 3 months with some sort of punishment to be carried out by the individual country

A vet cares for injured or sick animals. Spaying or neutering is done to prevent feral pet populations from becoming a nuisance and being killed inhumanely, or when cancer develops. It is not part of their learning that all pets be spayed and neutered or allowed to copulate and reproduce. They are providing a service to pet owners, not contributors to animal overpopulation.

It is not like the animal realizes it is dying a virgin. If neutered to late a dog will dry hump a fence post if scented properly by another animal. Or to show dominance. It is not really cognizant of a need to reproduce (see alpha males and females in wolf packs). So, removing the testicles is not really denying it of individual pleasure of any sort. If you see the act as cruel in and of itself, that is understandable, but a different issue altogether.

*This is achieved by all veternarians (Spelling; veterinarians) providing male dogs with a female companion for the week prior to the male dogs loss of manhood (Incorrect word usage: Dogs are not men or a man.)
