I think, and I could be really wrong, that this proposal is attempting to say that men and women should be able to freely take the piss out of a pregnant woman just because she is pregnant.
Further - that sexual harrasment and (???) other laws should not apply to pregnant women either. (Presumably meaning you can beat the living crap out of one of them and laugh it off).
I think the justification is that because she can have an abortion if she wants, that people should be able to laugh at her, abuse her and treat her like crap because it is her choice.
Needless to say I think that there is the slightest possibility I am not going to be supporting this. And not only because it took me three attempts to get this far in to the translation of it :}
I don't know... my first reading was that pregnant women should be allowed to have sex, but after that I couldn't understand any of it.
