I am trying to write a proposal and I am not sure what category it would go under, it involves outer space.

Sounds environmental. But, that's just from what summary I have. Are you trying to stop it, encourage it, or put regulations on it?

GIVEN that dumping of chemicals and waste materials is detrimental to the earth
GIVEN that there is the possibility of Space Habitation in the future
BELIEVING that all environments should be kept clean and free of pollution
HAVING PASSED resolutions #13, #18,and MOST ESPECIALLY resolutions #34, and 35, in efforts to maintain a clean, pollution free earth
THEREBY this standard of commitment to environmental protection should be carried into environments surrounding earth also
RESOLVED that the environment of the earth shall now include Outer Space in all issues of environmental protection
FURTHERMORE from this point forward, the dumping of waste materials and chemicals into Space shall be prohibited in any form by all UN Member Nations

Its environmental. If it isnt, I dont know what it could be, since there is no other categories that this proposal could fit in.

Definitely environmental. I think we have a resolution that covers something similar (not this topic, but a related one) on file, but am too lazy to look it up.

Description: Simply put, we ask that all oceanic dumping of toxic wastes in both territorial and international waters be banned. Sovereignty arguments over territorial water rights are irrelevant because there is no way to prevent toxic waste dumped in one region from contaminating waters in neighbouring nations.
