I have recently submitted the following proposal. What do you guys think? This is my first proposal so could some oldie's give me some pointers on what's wrong with it? Thanks. :P






Legalize Recrational Drug Use

A resolution to ban, legalize, or encourage recreational drugs.

Description: This resolution will legalize the use of "soft" drugs. The term "soft" applies to cannabis, psilocybe mushrooms, and peyote.



Possesion by private citizens will be limited to 4 growing cannibus/peyote plants or 10 grams of dry cannibus/peyote product. Possesion of mushrooms shall not be restricted.



Possesion by commercial retailers will not be restricted, however, they must pay an additional drug tax to be decided by each nation. In addition, each retail outlet must maintain recipts and will not be permitted to sell more than the legal personal allowance. Any retailer that intends to market recreational drugs must recieve a license from the government.



"Hard" drugs, which are highly addictive and pose a significant risk to personal health will still be considered illegal. This list includeds but is not limited to the following: narcotics(excluding morphine in medical cases), derivatives of the cocao plant, and LSD. All drugs not mentioned in the previous paragraph shall be considered "hard" by default and delt with as such.



The reasons for this proposal are as follows:
1)Use of recreational drugs is a civil right similar to the use of alchohol or tobacco and should therefore be legal because alchohol and tobacco are legal.

2)To decrease the aspect of "soft" drugs as "gateway" drugs by creating a distinction the supplier of legal "soft" drugs and illegal "hard" drugs.

3)Use of recreational drugs is not a criminal matter, it is a personal health matter.

I too am pro legalisation, but I can't support this proposal. What you have forgotten is that many UN member nations have already legalised some or all drugs, and so their current laws are more liberal about the issue than your proposal. For instance, in _Myopia_ ALL recreational drugs are legal, and we don't restrict the amounts of soft drugs that may be possessed - so that if your proposal passed as a resolution, we would actually be forced to massively de-liberalise our drugs policies, by illegalising hard drugs, and regulating soft drugs far more than we do now.

I recommend that you redraft, because this idea does have promise.
