Repeal "Abortion Rights"
A proposal to repeal a previously passed resolution

Description: UN Resolution #61: Abortion Rights (Category: Human Rights; Strength: Significant) shall be struck out and rendered null and void.
Argument: UN Resolution #61 Abortion Rights is too general a resolution.
While women should have the right to an abortion, I propose the following amendments.
Abortion Rights
1a.All women shall have the right to an abortion, provided that the fetus has not reached a development stage to be defined later as the stage in which the fetus becomes a baby.
1b.Exception: An abortion may be performed anytime during the pregnancy if there is a significant health risk or risk of death posed to the woman.
(Suggestion: This should be week 26 (the sixth month) of pregnancy, the stage at which the advanced brain develops. Before this, the fetus has a "brain" that is capable of only natural reactions (such as, poking someone and that person having a flinching reaction). The brain at this point is not capable of thought or consciousness, and under my interpretation, is not a "living person" because it doesn't think. This is just my suggestion; I'm leaving it open so that people can decide on their own what they want to define the cut-off stage as.)
Additionally, I propose the following regulations for all nations to adopt regarding abortion procedure.
Abortion Regulations
2a.Member Nations must create and approve a medically-safe procedure for abortion. Mortality rate for women should be at least less than 1 in a thousand (0.1%) and the mortality rate for the fetus should be at least 100%.
2b.Doctors or medical technicians who preform abortions must be officially licensed to do so. (Thus, a certification must be created. This can be implemented as a part of general gynecology curriculum in medical training, or as a seperate certification process altogether.)
