After hearing what a lot people said, I changed my proposal. Now without second birth fee, I ask for your aproval.

Description: Poor People in poor countries tend to have a lot of kids. It makes difficult to Welfare State to work, and its complicated to poor people to raise a lot of kids since that they don't have enough money to do that. With less children it would be easier to educate and to take care of our children.

because of that I propose:
I - Free sterilization surgery to both men and women at any hospital.
II - pregnancy prevention classes at school for kids above 13 years old.
III - Free condoms at Public hospitals.
IV - more information about pregnancy and safe sex to poor men and women.

Is that an easily exploitable loophole allowing anyone to disregard the resolution completely should it get passed? Why, yes, I think it is!
I agree with providing condoms and sex education and whatnot, but your reasoning is still faulty here. It would affect rich and poor nations alike, even though your text says otherwise. Additionally, you forget that many nations with low birthrates want people to have MORE kids instead of less. I refer you to such real-life examples as the UK, Germany, France, and Scandinavia, and such made-up NS examples such as myself and most people who RP a developed nation.
If a Nation want people to have more children its because they already know everything that my proposal have to say, people must know about safe sex and pregnancy prevention you can't hide information from people

The problem is that very often in poor countries the problem isn't that people don't know to use contraceptives etc., it's that they WANT to have lots of kids. This is because very often in situations of extreme poverty they need to have more kids - more will die in infancy, and lots of kids are needed to help with farming and to support the parents when they get older. The high birth rate does of course tend to contirbute to the poor standard of living, so it's a vicious circle. The way to solve the problem is to give aid to LEDCs to help them develop - the birth rate should drop as a result of development.

Myopia - You've hit the nail on the head here with the fact that citizens of poorer nations with agrarian economies see an increase of the number of their children as an increase in their wealth.
Just a question - could you defind LEDCs? Not familiar with the term.

Less Economically Developed Countries, I'd assume. But I do agree that this proposal is rather worthless, governments will find ways to encourage birth rates to benefit themselves. What you need to do is crack down on nations that control birth rates against the needs of their citizens.

And just who is going to *pay* for all these condoms and surgeries? I fully support safe sex, but I'm not going to make citizens that oppose it pay for it. That's against their freedom of religion.

Less Economically Developed Countries is right.
I disagree, many poor nations who really need to act don't have the resources or the infrastructure to do so. It's the same with a very large number of problems.
