What is this proposal of which you speak, oh Arthur, King of the Britons? Cans't thou but post a copy for all to see?

(If you're aware of spelling errors before you post, wouldn't it make sense to run your post through a spell-checker first? Many of us won't support poorly written proposals based on bad spelling and grammar. If you have any serious intentions of bringing a proposal to all 37,000+ UN nations, the least you can do is spend 3 minutes with a spell-checker.)

A eutopian society is the ideal society. Unfortunately humans tend to mess this ideal up beyond measure, and is not attainable by any stretch of the imagination.

What are the specific aims of this resolution?

--Rule Set 1-Too Be Done By First World Countrie's--

Each Nation Must Reseve 40% Of National Land To Be Untoched by Goverment Or Industy Or Conventional Use

Each Nation Must Lower Its Carbon Emissions By 45%

40% is an awfully large area. At present, only 12% of the UK is considered to be 'Greenbelt' and therefore exempt from Development. That figure includes land taken up by National Parks.

How do you propose we do this? My Nation at present doesn't rely heavily upon fossil fuels, as we seek to use alternative energy sources such as nuclear, wind, solar, with a large focus on renewable energy. We also advocate the use of bicycles and public transport. For us to drop our CO2 emissions by 45%, it would require a massive source of funding into research and development. And, as our emissions are so low, it would be virtually impossible to drop them by 45%.

--Rule Set 2-Too Be Done By Devloping Nations--

All Devloping Nations Must reserve 20% of land and lower Carbon Emissions By 25%

I'm ever so slightly confused by this - is this a complete set of different rules? You cannot have conflicting sets of instructions within a proposal - they have to be clear, concise and straightforward. This seems more reasonable in terms of figures, but I still think you are expecting too much.

I would recommend perhaps 9% or land being declared a National Park, and attempt to lower CO2 emissions by 5%. These are still sizable contributions to the environment.

--Rule Set 3-Too Be Done By All UN Nations--

That Each Nation Must Protect Its Endangered Species And National Animal From The Brink Of Extinction

The UN Will Carry Out An Insepstion Of Each Nation On The 2010 And Every Five Years To See If Devloping Nations Will Have To Change To The First Set Of Rules

Yet another rule - could you incorporate these all into one Resolution? My national animal is a threat to my populace, as it ravages small children in their beds at night. My nation has set up a scheme to lower the population of these animals to try and curb the attacks. We protect them in a different way - is this acceptable under this Resolution?

Define Developing Nations. I do not consider my nation to be developing and, as such, would I be exempt from UN inspections?

You need to be much clearer about what you are trying to achieve, how you will go about it, what it will involve, etc. Good ideas so far in theory - but I want to see more development on them before I endorse them.
