IF you want to make a resolution stronger, you do not need to
"repeal and replace". All you need to do is make a proposal with stronger language.
Should that proposal become a resolution, you can then repeal the earlier one as "redundant due to x resolution, in particular <insert clauses here>".
You might also want to consider what some have done here - FIRST make a proposal here, see what people thing, THEN post the repeal. ONE repeal has worked out of 92. That gives you an 8% chance as yet of getting something repealed if you follow the same strategy as everyone else who "oooh, I don't like that *click*" or "gee, that should be stronger *click*".
Finally - and I can't stress this enough - READ THE RESOLUTIONS THAT HAVE ALREADY PASSED! Nothing is as annoying as reading a proposal that proposes what a Resolution already does.
