Title: A Resolution on Resolutions

IN LIGHT OF recent controversies surrounding UN resolutions, including but not limited to the provisions made for acts not presently condoned by any existing government and redundancy of several resolutions;

RECOGNISING THAT all UN nations are required by law to enforce resolutions that are passed;

ACKNOWLEDGING the sovereignty of each nation;

1. THIS RESOLUTION SEEKS to encourage responsibility of Regional Delegates as well as the governments of every UN member nation.

2. THIS HOUSE DECLARES that before voting on any proposal or resolution, every member will diligently peruse the said proposal or resolution.

3. In cases where members are conversant on the subject matter, members should share facts as well as opinions on the matter in the forum.

4. In cases where members are not familiar with the subject matter, they should undertake research to gain a minimal level of understanding, or peruse contributions from knowledgeable members in the forum.

5. Members who are already familiar with previous resolutions should enlighten more recent participants on current legislation related to the subject matter. New members of the UN are encouraged to review past passed resolutions.

If this resolution is carried out by letter and in spirit, it would go a long way toward eliminating the redundancies and inefficiencies that are currently a part of the UN, and would provide for a more responsible body, on a whole.

Most people don't visit the forum at all. They may not have a clue about the legislation being voted upon. And if they read the discussions and guides in here, it'll make for better proposals in the future. Just take a look at how many repeals are being proposed, some of them with a high degree of legitimacy.

The resolution deals with the actions of players, so it doesn't actually affect game mechanics.

This is my first proposal, be nice! :(

It's a wonderful idea, but I am almost certain it is not going to go anywhere.

I know that this is a pretty wussy excuse, but this is just a game. I have a life outside of it (not much of one I admit) and - more importantly - I have a job outside of it. So if something comes up about nuclear powered dolphins who can act as ICBM interceptors (a topic I know nothing about) then I really don't have time to go researching it, nor do I have time to sit through all the debates on here. (I could do it at work, but that would be a bad, bad, bad idea).

So while I do support this idea, if I were you I would be prepared to accept that it's not going to get anywhere.

Although - if you change "the house declares" to "the house suggests" that would be a start - it means that although we should be doing this, it is not a requirement of the resolution so that if something comes up and you can't visit the site for a week it's not a bad thing.

And also it would allow people to take a month off without being in violation :}

There was a suggestion in my region to propose a utopian resolution on civil rights that no one could possibly disagree with, and add an obscure clause that all UN member states pay taxes to our region for the purchase of rum. I'm not trying to get you to google every proposal, just have a clue about the ones you're supporting.

If it took you three clicks to the forum to learn that nuclear-powered dolphins are going to take over the world, then hey, we just saved the planet.

In summer of 2003, the UN passed Resolution 245A Proper Grammar (http://ns.goobergunch.net/wiki/index.php/Resolution_245A_Proper_Grammar_(removed)), stating "Any country that files a proposal with such language shall henceforth be banned from proposals until such time as they understand the English language and can properly convey their ideas." This Passed Resolution was removed from the official list during the move to Jolt.

While yours makes no such game mechanics rquirement, I believe the precedent is clear. Anything that requires the players or the mods to do anything specific gets the bump. Also, it's just as meaningful to create legislation setting the value of "pi" to three, as it is to legislate away human stupidity and laziness.

Fine idea in theory, but no.
