SUPPORT: Criminal Extradition Act

Terran Diplomats
03-12-2004, 02:22
Well, I just proposed this yesterday and the old thread is filled with irrelevant discussion (not to mention being buried), so I decided to make this new one. I really could use the support to pass this bill. Its the first serious nonpartison one I've proposed and I really do hope it at least gets to vote. All well thought out arguments for or against will be welcome. Two sentence grammatical abominations and other such arguments will be subject to vicious ridicule.

PS: Is nonpartison actually a a word? I always thought there was a hyphen. The good folks at Dictionary.com say it is but this wouldn't be the first time their heads have been filthy with lies.

Criminal Extradition Act

A resolution to improve world security by boosting police and military budgets.

Category: International Security

Strength: Significant

Proposed by: Terran Diplomats

Description: The NationStates United Nations,

CONCERNED with the growing threat of international crime and terrorism.

NOTING WITH REGRET the lack of cooperation between judicial systems internationally.

EMPHASIZING the need for greater efficiency and unity in the apprehension and prosecution of international criminals.

1. ESTABLISHES a common legal code of criminal extradition among UN nations.

2. DECLARES that extradition may be requested by any prosecuting nation so long as the following requirements are met.

•The crime committed is a serious offense. For crimes that do not carry jail time extradition will not be required under this resolution.

•There exists strong evidence against the accused.

•The crime committed is legally recognized in both the prosecuting nation and the nation in holding.

•The likely punishment will be proportionate to the crime.

3. PERMITS nations to refuse extradition if there is significant evidence to suggest any of the following circumstances.

•The crime committed is a political crime.

•The prosecuting nation intends to pursue the death penalty, and the nation in holding is morally opposed. In this case the prosecuting nation may ask that extradition continue if they agree not to pursue the death penalty.

•The accused will not receive a fair trial if in the prosecuting nation.

4. SOLEMNLY NOTES that refusal to extradite the accused, or provide documentation of acceptable exclusion as provided in Article 3 above, will be viewed by the UN as willful obstruction of justice by the nation in holding.

Approvals: 12 (WZ Forums, Terran Diplomats, Krikaroo, Saint Mere Eglise, JS Nijmegen, Coolet, Nanuists, Benzantium, Penguitalia, NewfoundCana, Extreme Darwinists, Juggalo Izland)

Status: Lacking Support (requires 129 more approvals)

Voting Ends: Sun Dec 5 2004

I'll support, though the region delegate for Tiamat is inactive and likely to be deleted in over two weeks.

13 approvals. I'm cautiously optimistic. There's really only a few other bills in the list right now that can compete with it for attention.

Nice, it looked like you worked out the bugs and can satisfy those of us with bizarre imaginations that love to find silly loopholes. So I wish you luck with this well-done proposal :)

Whew, just finished a big grass roots campaign.... I must have telegrammed like 200 people.... probably about 75 or so will respond and 20-30 will support the prop.

Forcing this thing through looks like hard work.....

Hi,
I have only been a delegate a shot while and am not 100% sure of my powers. I would like to support your proposition but am not sure how.

Well as this appears to be the question of the hour here's the answer.

1. Go into the UN section.
2. theres a little thing called "list proposals"
3. That'll show you all the props. Find the one you want (at the time I write this I think its on page 18).
4. Click [endorse this proposal]. you must be a UN delegate to do this.

Sit back and hope it makes it to vote in the UN!

Aside from causing a few international snits, I think this is very good. But what with me not having the power to approve it, there is not a great deal I can do :}

wow thanks. I might have hit them already but its not likely. I went from pages 900-600 doing one delegate a page and skipping lots of pages.

Looks like we have 24 proposals. I expect a little surge when all the people get on around 4-6.

Currently on page twelve with 29 approvals. Go little bill go!

Questions.

What decides what bills are on the front page their last day at vote? Is it just where they are in the list or do they get bumped depending on the number of approvals?

How would you rate the bill's progress? I think currently its doing pretty good. While at the current rate it wouldn't make it almost all bills get about 2/3 of their approvals the last day I think.

Whats a good number of approvals to shoot for by the opening of the last day? I'd think 50 would be good enough to get peoples attention.

Go little bill go!It's not a bill, it's a Proposal. It might become a Resolution. It will never be a Bill [/pedantic]
What decides what bills are on the front page their last day at vote? Is it just where they are in the list or do they get bumped depending on the number of approvals?Entirely based on timing. Your best bet is to submit immediately after the major update has completed, as that will position you on page 1 on the final day. As to when that is exactly ... let's just say that it took me three tries to get it right, and my knowledge is based on pre-Jolt timing. Ask around.

I'd think 50 would be good enough to get peoples attention. If you have more than 70 on the final day AND you hit the front page, you have a pretty good chance of getting the rest. Page 2, probably 100. Page 3, 4, or 5, forget it. You'll have to telegram every vote.

Rebump. 44 approvals coming into the last day on page 6. This doesn't look terribly promising. Still I'm going to telegram more people in an attempt for further support.

EDIT: Then again it looks like me and marxistan are the only ones in reasonable range with any kind of support. Perhaps people will dig deep to find it.

49 here (last check for the night). Just send me in a direction, I think I have 50-100 telegrams in me tomorrow. I hope it'll make it. Outlook isn't all that bad. Things always heat up in the last 24 hours. I hope it gets page 1, that'd make all the difference.

Mmmmhmmm. If you do telegrams try to cover around pages 400-700. thats the most untouched territory. Thanks for all the help. When my new world order inevitably comes to pass you will feast on a river of blood and acorns.
