Hello fellow UN Delegates and members,
Please support the submission for a War Crimes Tribunal, so that it can be voted on by the UN member nations.

Details:
A resolution designed to act as a deterrent to world leaders committing their nations to acts of war, without substantial proof.
Any UN member nation who declares war, initiates war, or makes an aggressive attack of any kind resulting in the death of either civilian or military personal of another UN or non-UN nation or nations, must provide substantial and undisputable evidence that a declaration or act of war or aggression was reasonable.
That nation should be able to substantiate their reason for war within two years of the declaration or first act of war.
Any UN nation who declares war that can not be substantiated, or whose claims turn out to be false or can be disproved, will be tried for war crimes by a panel of judges selected by the UN and will have sentence carried out on them as passed by that panel.
All cases should be considered on their own merits.
(To clarify:
To retaliate against an act of aggression from another nation would be acceptable, as the evidence of the initial attack would be enough to justify a retaliatory act of war.
To declare war or invade another nation because of intelligence reports or suspicions that that nation was planning, or was responsible for an act of war or aggression, that turn out to be correct and can be proven would be acceptable.
To initiate an act of aggression due to political, social or religious differences would not be acceptable.
To declare war or invade another nation because of intelligence reports or suspicions that that nation was planning, or was responsible for an act of war or aggression, that turn out to be false and cannot be proven would be unacceptable and the leader of that nation would then face the war crimes tribunal.)
